Circular Regarding SAFE Conduct During Sandstorms
Based on the official recommendations from the Libyan National Meteorological Center and the directives of the Company’s Health, Safety, and Environment (HSE) Department, we would like to alert you to strong weather fluctuations expected in the coming days and emphasize the need to strictly adhere to the following safety procedures:
1. Weather Warning and Forecast:
- The northwestern regions will be affected by cold west to southwest winds, moderate to strong in speed (50–90 km/h), starting from the evening of Saturday, 31 January 2026, until Sunday, 1 February 2026.
- Dust and sandstorms are expected, with possible significant reduction in horizontal visibility at times.
- Occasional scattered rainfall may occur, with a gradual decrease in wind speed and improved weather conditions by Sunday evening.
2. Practical Safety Procedures for Employees:
- Monitor official weather updates and approved circulars.
- Avoid unnecessary travel and stay away from exposed or unsafe paths.
- Stay in safe, enclosed areas to avoid the hazards of strong winds and dust.
- Wear protective masks against dust and sand, especially for employees with respiratory issues.
- Wear personal protective equipment (PPE) according to the nature of work and site requirements.
- Secure equipment and exposed items to prevent damage or accidents.
- Exercise caution when driving in open areas due to high wind speeds affecting visibility.
- Immediately report any emergency or incident according to safety management procedures.
- Follow the instructions of emergency teams and supervisors without delay.
- Fully comply with the HSE Department instructions, including adjusting or suspending operations during storms.
3. Operations at the Sites:
RSES is responsible for assessing operational risks at the site, in coordination with the Safety staff. and determining which operations should be postponed or suspended, with special attention to driving, lifting, and transporting loads to ensure the safety of employees and equipment during storms.
Your safety is our top priority. Strict compliance with all the above procedures and instructions is required, in accordance with the directives of the MOO Management Committee.
