Mabruk Oil Field Achieves New Production Level

The Libyan oil sector achieved a significant milestone on Saturday, February 28, 2026, at 4:30 PM, as the Operator’s Management Committee officially announced the resumption of production at the Mabruk Oil Field.

Operating through the “Early Production Unit,” the field starts with an initial capacity of approximately 25,000 to 30,000 barrels per day. This achievement marks a major boost to the company’s production capabilities, successfully overcoming various logistics and current operational challenges.

In a move that underscores the strength of national resolve, technical teams at the Mabruk field succeeded in putting the site back on the production map. This success is the result of the tireless efforts of the “Mabruk Field Rehabilitation Team,” who worked with a high sense of responsibility to resolve the technical and operational obstacles faced in recent times.

Eng. Adel Abdullah Al-Kouni, Chairman of the Operator’s Management Committee, praised the strategic support provided by the National Oil Corporation (NOC). He emphasized that the NOC’s wise vision was the primary driver behind this success.

Al-Kouni also noted the symbolic significance of resuming production during the Holy Month of Ramadan, reflecting the spirit of giving and solidarity shared by those working in the oil sector.

The return of operations at the Mabruk field reflects the company’s firm commitment to developing its operations and increasing production rates to support the national economy and stabilize Libya’s energy sector. Management Committee Conducts Field Visit to Al-Jurf Offshore Oil Field

In implementation of the directives issued by the Chairman of the National Oil Corporation (NOC), Eng. Masoud Suleiman, regarding intensifying direct field follow-ups at oil sites, the Chairman of the Operator Management Committee at Mabruk Oil Operations, Eng. Adel Abdulla Elkouni, accompanied by Management Committee member Dr. Musaa Omar Abutwirat, conducted an extensive inspection visit to the Al-Jurf offshore field on Sunday.

The visit included a technical tour to assess the field’s operational status. The delegation received a detailed briefing from the Field Manager, Eng. Hafed Zedan, and the Maintenance Manager, Eng. Farag Emmtir, covering production operations and the strategic plans in place to maintain sustainable performance at this vital facility.

Commending the “Field Heroes”

In a gesture of appreciation, the Management Committee held an open meeting with the field’s engineers and technicians. The committee expressed its pride in the national workforce stationed at both offshore and onshore sites, emphasizing that their efforts are the backbone of the oil sector’s stability. The meeting also provided a platform for employees to raise inquiries, with the committee providing clarifications on several key points.

The discipline and dedication we witness today, despite challenging offshore conditions, reflect the high patriotic spirit of our employees. This is deeply valued and fully supported by senior management.

This visit is part of the NOC’s strategy to strengthen communication between senior management and production sites. It aims to overcome obstacles facing field operations and personnel, ensuring worker safety, achieving production targets, and bolstering the national economy.

Circular Regarding SAFE Conduct During Sandstorms

Based on the official recommendations from the Libyan National Meteorological Center and the directives of the Company’s Health, Safety, and Environment (HSE) Department, we would like to alert you to strong weather fluctuations expected in the coming days and emphasize the need to strictly adhere to the following safety procedures:

1. Weather Warning and Forecast:

  • The northwestern regions will be affected by cold west to southwest winds, moderate to strong in speed (50–90 km/h), starting from the evening of Saturday, 31 January 2026, until Sunday, 1 February 2026.
  • Dust and sandstorms are expected, with possible significant reduction in horizontal visibility at times.
  • Occasional scattered rainfall may occur, with a gradual decrease in wind speed and improved weather conditions by Sunday evening.

2. Practical Safety Procedures for Employees:

  • Monitor official weather updates and approved circulars.
  • Avoid unnecessary travel and stay away from exposed or unsafe paths.
  • Stay in safe, enclosed areas to avoid the hazards of strong winds and dust.
  • Wear protective masks against dust and sand, especially for employees with respiratory issues.
  • Wear personal protective equipment (PPE) according to the nature of work and site requirements.
  • Secure equipment and exposed items to prevent damage or accidents.
  • Exercise caution when driving in open areas due to high wind speeds affecting visibility.
  • Immediately report any emergency or incident according to safety management procedures.
  • Follow the instructions of emergency teams and supervisors without delay.
  • Fully comply with the HSE Department instructions, including adjusting or suspending operations during storms.

3. Operations at the Sites:
RSES is responsible for assessing operational risks at the site, in coordination with the Safety staff.  and determining which operations should be postponed or suspended, with special attention to driving, lifting, and transporting loads to ensure the safety of employees and equipment during storms.

Enhancing emergency preparedness

A workshop was held on Wednesday, 21/01/2026, at the Emergency Management Center at the Headquarters of Mabruk Oil Operations Company, to discuss the approved Emergency Response Plan, in preparation for updating safe work procedures and in readiness for conducting emergency simulation drills.

The workshop was conducted in line with the directives of Eng. Adel Al-Koni, Chairman of the Management Committee, emphasizing the importance of preparedness and taking all necessary precautions to prevent incidents and mitigate their impacts, within the Management Committee’s continued commitment and support for the safety of employees, contractors, and visitors.

The workshop was supervised by the Health, Safety, and Environment (HSE) Department and attended by the Company’s Emergency Response Team.

Influenza During the Winter Season

Influenza (Flu) is a contagious respiratory illness that spreads rapidly during the winter season, especially in enclosed and crowded areas such as offices. Risks:

Transmission: Spreads easily through respiratory droplets, contaminated surfaces, and close contact.

Workforce Impact: Increased absenteeism and reduced operational efficiency.

Health Complications: Higher risk for individuals with chronic illnesses or weakened immunity. Required Controls:

Engineering: Ensure continuous ventilation in offices and accommodation areas in both onshore and offshore sites to reduce airborne transmission.

✓ Install physical barriers or partitions in shared workspaces to minimize direct contact.

Administrative: Employees showing flu symptoms must immediately stop work, notify their supervisors, and rest at home until medically cleared.

✓ Immediately report any suspected cases to the field medical team for early intervention.

✓ Conduct regular awareness sessions on respiratory hygiene, cough etiquette, handwashing, and infection control.

✓ Reduce non-essential meetings and encourage virtual communication whenever possible during flu season.

Personal Protective Equipment (PPE):

✓ Mandatory use of face masks in enclosed, shared, or crowded areas, especially for symptomatic employees or where physical distancing cannot be maintained.

✓ Frequent use of tissues, alcohol-based hand sanitizers and adherence to regular handwashing.

For Your Safety:

✓ Do not report to work if you experience any flu symptoms and notify your supervisor immediately.

✓ Cover your mouth and nose when coughing or sneezing using tissues or your elbow and dispose of tissues properly.

✓ Maintain physical distancing whenever possible, especially in meetings and transportation.

✓ Clean and disinfect frequently touched surfaces daily (doorknobs, handrails, equipment controls).

✓ Seek medical assistance immediately if symptoms worsen or if breathing becomes difficult.

Annual General Assembly Meeting of Mabruk Oil Operations Company for 2025

The Annual General Assembly Meeting of Mabruk Oil Operations Company was held at the headquarters of the National Oil Corporation in Tripoli to approve the financial and technical results for the year 2025, and to review plans aimed to enhance production and improve operational efficiency.

The meeting was chaired by the Chairman of the General Assembly, Eng. Masoud Suleiman, with the participation of Assembly members Dr. Khalifa Abdulsadiq, Mr. Ahmed Ammar, and Mr. Hussein Safar. The attendances on behalf of Mabruk Oil Operations Company were the Chairman of the Management Committee of the Operator, Eng. Adel Abdulla Elkouni, along with members of the Management Committee, the Chairman of the Audit Body, and related department managers.

During the meeting, the General Assembly reviewed key operational indicators for 2025, including improvements in performance across oilfield operations and enhancements in occupational health and safety measures. Libya–Africa International Gas Forum 2025 – Tripoli | 6–7 December 2025

As part of national efforts to strengthen Libya’s position as a key player in the regional and international energy market, the National Oil Corporation, in cooperation with the Ministry of Oil and Gas of the Government of National Unity and in partnership with the Gas Exporting Countries Forum (GECF), organized the Libya–Africa International Gas Forum 2025 in the capital, Tripoli. The forum brought together a distinguished group of leaders, experts, and decision-makers from around the world.

  • The forum addressed a range of strategic topics reflecting the country’s vision for a more secure and sustainable energy future, including:
  • Mobilizing and directing financing for vital projects in the oil and gas sectors.
  • Developing and expanding infrastructure to enhance regional connectivity and achieve greater operational flexibility.

The Second Technical and Financial Shareholders Committee Meeting of MABRUK Oil Operations for 2025 Reviews Strategic Projects, Budget Plans, and Strengthens Administrative Integration.

Today morning, Sunday, November 23, 2025, the second scheduled meeting for the Technical and Financial Shareholders Committee of concessions 52, 12, and 17 (AlJurf Field) and 70 and 87 (MABRUK Field) held at ZALAF Company headquarters in Tripoli. The meeting attended by the Chairman and members of the Shareholders Committee from both parties, along with the Chairman and members of the Operator Management Committee, OMC Affairs office Manager, the Director of Planning and Development, technical department managers, and the Audit Committee from the National Oil Corporation.

The meeting focused on reviewing the 2025 budget closure projections up to September according to the implemented work programs and discussing the proposed 2026 budget based on plans from technical and supporting departments. It also addressed the key projects, the upcoming five-year budget plans, and a review of the strategic goals achieved. Additionally, it discussed challenges and obstacles, along with potential solutions to ensure continuity of performance and the enhancement of results.

The meeting included detailed technical reports and visual presentations highlighting key proposals and discussion points, reflecting the company management’s commitment to strengthening team readiness and achieving integration across departments. This gathering demonstrates MABRUK Oil Operations’ dedication to fostering administrative cohesion and ensuring the continuation of achievement, development, and excellence.
